For historical reasons, there are several timestamping selftest targets
in selftests/networking/timestamping. Move them to the standard
directory for networking tests: selftests/net.

Add missing linux/sockios.h include to fix the following SIOCGSTAMP
undeclared build error. In addition, remove the local defines for
SIOCGSTAMPNS and SIOCSHWTSTAMP and pick them up from linux/sockios.h.

Remove networking from Documentation Makefile to move the test to
selftests. Update networking/timestamping Makefile to work under
selftests. These tests will not be run as part of selftests suite
and will not be included in install targets. They can be built and
run separately for now.
This is part of the effort to move runnable code from Documentation.
